Sorry - picked this up a bit late. The BBC reports that Donald (Quack) Rumsfield thinks the US needs to do a better job at communicating with the rest of the world.

Might I suggest less guns as a starting point.

The report also seems to imply that Runsfield views the Guantanamo Bay concentration camp as some sort of luxury resort.
